Our Staff

The CEESI team consists of about 50 dedicated employees with expertise in a variety of fields including flow measurement and engineering. CEESI also works with a group of principal advisors who provide technical expertise in a variety of engineering areas.


Steve Caldwell, Chief Executive Officer

Mr. Caldwell has been with CEESI since the operation first moved to its present site in 1965. He earned a Bachelors degree in science at the University of Northern Colorado at Greeley in 1976. Caldwell oversees the daily operation of the corporation. He is involved with the design and fabrication of all the current testing and research areas of CEESI which includes air compression and storage, flow conditioning, primary and secondary flow systems, a high pressure gravimetric system, compact prover based oil flow, the Wet Gas Test Facility, and CEESI's high flow natural gas facility in Iowa. Caldwell serves on various industry committees and organizations including API, AGA, and GTI/PRCI.


Walter F. Seidl, Vice President

Mr. Seidl joined the CEESI staff in 1970. He earned a BS in Mathematics & Computer Science with a minor in Physics in 1972 from Colorado State University. As a student, Seidl worked at the laboratory gaining hands-on experience in flow measurement. Seidl became president of CEESI in 1975. His experience includes instrumentation engineering, flow system design, test program design, and analysis of engineering data. He has authored numerous papers on flow measurement and taught classes at the International School of Hydrocarbon Measurement in Oklahoma. Seidl is involved in national and international flow standards activities and is chairman of the Critical Flow Committee of the ASME MFFCC standards group. He is a member of ISA and NCSL.


Jerry Caldwell, Vice President of Corporate Operations

Mr. Caldwell has been with CEESI since 1983. His college course work includes drafting and mathematics courses, and he has completed several specialized training courses in management and safety. Caldwell oversees the daily operation of CEESI's largest department which encompasses both the primary and secondary flow measurement calibration systems and special testing projects. Caldwell supervises a team of associate managers who schedule and coordinate calibrations, and facilitate the shipping/receiving functions of the company.


Joel Clancy, Vice President of CEESI Ventura High Flow Test Facility (Iowa Site)

Mr. Clancy earned his Bachelors of Science degree at the University of Wyoming in 1994 and has completed additional course work in mathematics and electronics. He is a captain in the Wyoming Air National Guard where he serves as Operations Officer for the 187th Aeromedical Evacuation Squadron. Clancy started his career with CEESI in 1996 as a flow measurement technician performing both secondary and primary calibrations. He was recently assigned to the task of coordinating the daily activities of CEESI's newest effort – the high flow natural gas calibration facility in Iowa. Clancy works closely with the department managers at the CEESI headquarters in Colorado to coordinate the scheduling of calibrations and data processing for the Iowa site.


Tom Kegel, Senior Staff Engineer & Flow Measurement Instructor  Engineering Resume

Mr. Kegel is CEESI's uncertainty analysis specialist. He earned his Masters degree in Mechanical Engineering at the University of New Hampshire in 1982. Kegel has authored numerous technical publications and presented papers at conferences and international symposiums within the industry. His work has appeared in the ISA’s InTech Journal, and he has written a chapter in a flow measurement textbook. Kegel started developing CEESI's flow measurement courses in 1991. He team teaches the courses both on and off site and is involved with the development of new course material. He is a member of the ASME Flow Measurement Standards Committee and serves as chairman for the Subcommittee of Flow Measurement Uncertainty.


Bill Johansen, P.E., Director of Engineering & Flow Measurement Instructor  Engineering Resume

Mr. Johansen earned his Masters degree in Mechanical Engineering at the University of Wyoming in 1995. Prior to entering college, he worked as a Plant Operator at Pacific Power & Light’s Wyodak Power Plant near Gillette, Wyoming and also served in the U.S. Navy where he was trained as a nuclear reactor mechanic and operator. Bill oversees daily operations of both the Colorado and Iowa calibration facilities. He is also involved in planning and conducting testing that is outside the scope of standard calibration work. He participates in the development of all software used to acquire and reduce data and is responsible for ensuring that all calculated properties and values are in compliance with the CEESI Quality Assurance System. Bill is a liscensed professional engineer.


Dr. Richard Steven, Wet Gas Test Facility Director  Engineering Resume

Mr. Steven is currently the director of the CEESI Wet Gas Test facility. He earned his PhD in Experimental Fluid Mechanics at Strathclyde University in 2001. He has worked with on two-phase flow metering projects with the U.K. government and other industry sponsors. Before joining CEESI, he worked for McCrometer as their Multiphase Meter Development manager were he researched wet gas metering with differential pressure meters, and provided training in single and two phase flow metering technologies. Mr. Steven is currently chairman and main author of ASME MFC Subcommittee 19 technical report on Wet gas Flow Metering due to go to ballot in Spring 2006.


Casey Hodges, Engineering Manager & Flow Measurement Instructor  Engineering Resume

Mr. Hodges joined CEESI as an intern while in college at Colorado State University. After graduation in 2002, and a brief stint in the Naval Nuclear Propulsion program, he returned to assume duties as a staff engineer. His current responsibilities at CEESI include data analysis, quality assurance, special test development, classroom instructing, and representing the company at professional meetings. Casey serves on several national standards committee, and has performed research to aide the committees in developing new standards or revising existing standards. Casey is also active in consulting clients on practices to improve flow measurement.


Eric Hirsch, Lab Manager & Data Acquisition Specialist

Mr. Hirsch hired on with CEESI in 1992 after completing his Bachelors degree in Industrial Technology at Colorado State University. His responsibilities include the supervision of CEESI's high pressure, high flow outside test facility. He performs the setup and troubleshooting of computer systems and instrumentation for data acquisition in all calibration and testing areas.


Joshua Kinney, Wet Gas Test Facility Manager & Senior Flow Measurement Specialist

Mr. Kinney came to CEESI  in 1992 after completing course work in Mechanical Engineering at Laramie County Community College in Cheyenne, Wyoming. He started with CEESI in 1992 as a flow measurement technician, and has since gained experience in the operation of all CEESI labs and test areas. Mr. Kinney has served as project manager for customers that require specialized setups and testing for extended time periods. He currently manages the Wet Gas Test Facility and works directly with members of an international Wet Gas Joint Industry Project who use the facility for research and development in the natural gas industry.


James Beeson IV, Manager of Information Technology

Mr. Beeson joined CEESI in 2003 as a Systems Engineer and was responsible for maintaining the corporate website, and developing web-based tools for staff and clients. As the Manager of Information Technology, he is the senior web developer for the corporate intranet, webmaster for the corporate websites, project manager for software projects, and database administrator. In addition, he coordinates projects with network administration, accounting support, and telecomm vendors. Since graduating from Centenary College in 1996, he has worked in software development, project management, and database administration. In addition, he has planned and conducted corporate and university courses on Java, C#, ASP.NET, object-oriented programming, database administration, project management, and user interface development.


John Reiner, Measurement Assurance Manager

Mr. Reiner joined the CEESI staff in 1990 after earning his Bachelors degree in Electronic Engineering from DeVry Institute of Technology in Phoenix, Arizona. His metrology experience includes extensive flow measurement calibration -- both on and off site. Reiner is responsible for maintaining the process of consistent calibration of CEESI's transfer standards and instrumentation which assures the accuracy of NIST traceability for CEESI's customers. Reiner has co-authored technical articles presented at ISA conferences and is a member of the American Society for Quality.


David Seidl, Manager of Business Development

Mr. Seidl joined CEESI in 1992 after graduating from high school and has been involved in many different aspects of the company. After earning his Bachelors degree in Economics from Colorado State University he rejoined the company in 2003. His responsibilities include quoting test and calibration work, recruiting new business, exhibiting and attending industry specific trade shows, marketing, and customer relations.


Steven D. Caldwell, Director of Operations

Mr. Caldwell started working part time in the Maintenance Department while in high school and began full time status with the company in 1986. Caldwell is a seasoned technician with practical experience in all of CEESI's calibration and test areas as well as in the operation and maintenance of CEESI's air compressors. He operated the Primary B test area for seven years before assuming the role of Associate Manager of Operations. His responsibilities include filling requests for quotations, and he schedules and coordinates all test areas and labs.


Donald Kinney, Director of Administration

Mr. Kinney was graduated from the University of Wyoming in 1983 with a Bachelors degree in Commercial Art and a minor in Physiology. Kinney operated his own commercial art business before becoming an insurance representative with Mountain West Farm Bureau Mutual Insurance Co., and Western Farm Bureau Life Insurance Co. He served two years on the Board of Directors for the Cheyenne, Wyoming area Meals On Wheels program and the Sexual Assault Safe House. Kinney administers the Employee Benefits and Insurance programs, manages the Human Resourses Division, and coordinates both purchasing and customer relations. Kinney joined the CEESI team in 1991.


Dan Macey, Staff Engineer

Mr. Macey joined the CEESI staff in 1996 after graduating with a BS in Electrical Engineering from the University of Wyoming. He was brought on board to convert CEESI's data processing systems from computer programs written in Rocky Mountain Basic language to Windows based systems on PCs. Macey also performs special programming of instrumentation for data acquisition and specialized data output in flow calibration for various customers.


Roger Shaffer, Staff Engineer

Mr. Shaffer is a registered professional engineer in Wyoming and Colorado. Shaffer holds Bachelors degrees in Mechanical/Aeronautical Engineering and Civil Engineering – both awarded by the University of Wyoming. Shaffer has practical experience with Boeing as a flight test engineer for the type certification programs of the 737 and 747 airplanes. He worked for the State of Wyoming as Safety of Dams Engineer, and was appointed by the governor as Administrator of the Land Quality Division for the Department of Environmental Quality. Shaffer joined the CEESI staff in 1995.
